Misreported TX Fee when using coin control

When selecting coins in coin control for sending, the tx fee reported at the top of the window is higher, and different from the amount shown in the popup window.

The amount in the popup window is accurate.

Reproduction:
With coin control set on:

1. Select inputs at an amount high enough to generate a fee
2. Enter the amount you wish to send - The TX Fee will show
3. Click send, the 1st popup will display for verification of send, click ok
4. A 2nd popup will display declaring a TX fee amount.
