This matches vanilla behaviour I think, but it's weird. I'd expect that if it's only bound to Left Shift/Control, only that key should work, and the right one would be irrelevant.
A preferable solution would be to have two "Drop Stack Modifier" keybinds and two "Quick Move" keybinds, the first respectively having Left Control and Right Control bound, and the latter having Left Shift and Right Shift bound. That way, if you wanted to use Alt to drop items and want both Alt keys to work, you could bind both Drop Stack Modifier keybinds to both Alt keys.
