Turn on 'python.dataScience.useWebViewServer'
Give focus to a notebook cell
Hit CTRL+SHIFT+P

Expected:
Command palette opens

Actual:
Nothing happens.

Set useWebViewServer setting to true in settings.json. Ctrl-Shift-P was able to bring up the command palette when focus was in a notebook editor instance or the interactive window. Validated.
