Correct and re-enable unittest.test.ts test suite.

Suite: Unit Tests - unittest - discovery against actual python process, is failing with ECONNRESET and ultimately failing the test run altogether, hiding any other legitimate problems that may be present.

We've disabled the test in #2691, and the root cause needs to be determined and corrected.

Note: This failure only manifested in Windows test runs, under Python 3.7.
