Dashboard needs to include IPv6 addresses for seed nodes #29

Specification

Currently the dashboard shows IPv4 addresses for the seed nodes. We also need to include the IPv6 addresses in the dashboard.

Additional context

Node crashes/exits ungracefully on uncaught exceptions/events relating to QUIC connections or QUIC streams Polykey-CLI#198 (comment)

Tasks

Add IPv6 addresses for the seed nodes to the dashboard.
