You enable and disable tags and flows in the filter UI by selecting them in the list and then clicking the appropriate button.
It'd be nice to support double clicking for obvious operations:

  • Moving a tag from "Available" to "Included"
  • Moving a tag from "Included" and "Excluded" to "Available"
  • Moving a flow between "Disabled" and "Enabled"
