[FEATURE] change app icons globally, support icon packs if possible

Describe the feature

I know I can change icons with a 3rd party launcher. But it is not consistent across the whole system. For example, the settings page doesn't follow the new app icon, also the recent screen does not follow the new icon.

Why would it be useful to add?

The app icons will be consistent across the whole system.

In some roms, for example miui, there are system wide icon packs.
