Registry for the interface implementations

User should be able to invoke an implementation by passing a single string. The dispatch library should take this string and determine the corresponding language backend and implementation from this string.

Stephan proposes config files, where each implementation string should determine the corresponding backend and what module implements the requested algorithm.
