make new release

Hello everyone, a month ago I have made the PR which was merged #34
For as it's a critical fix, and we would like to get released version with this fix if it possible, otherwise we should to solve a lot of non-technical troubles to avoid the bug, so we would be really appriciate if you could assist and make the release.

The added plus of making the new release is to make the switchover to com.clickhouse.jdbc.ClickHouseDriver available in a maven-downloadable release. I don't know how it affects others, but it would save me from having to make my own local build and keeping my own maven repo.

Are there ways in which people who aren't official contributors could help with the release process?
