Issue a warning to the user that the DB is out of date.

This should be throttled (e.g., once a week) so as to not overload the server with requests.

I am changing this to just check how long ago the DB was listed updated, and if over 60 days (for instance), start issuing a warning that the DB should probably be updated. That way we avoid a bunch of unneeded pings to the CDC's FTP server.
