Investigate running pypi_check, etc as part of cookie CI

I vaguely remember not doing this as part of cookie CI because I didn't think it would work / would create spurious failures, but looking at the CI file I don't see anything immediately that would trigger that. This should be looked at again, and any failures documented so we don't keep wondering why it's not part of CI.
