Document Release Process from Code to Handoff

Description

We need to document the release process from code to handoff. Currently there is no defined process and has been us figuring out as we go. We need to take our learnings and create a better process.

Acceptance Criteria

• Look into bumpversion package and having it as part of the process to avoid manual changes of the version in the setup.cfg
• Document PR process of when we cut a tag/release
• Document who/where we reach out to after tag/release has been cut
• Document communication process during the release
• Document support channels and individuals
• Link to deployment processes for MAAP or VEDA if applicable
