Meaning they can be more or less permissive, rather than hard-coding in a situation which might "break" some apps (ie. browsers etc)

How about batch actions ? If there were a template of settings to restrict all/subset of google apps, for example, and a batch action to derestrict/re-restrict when desired...

Default settings are only meaning full per application.
Batch settings restriction can easily lead to mistakes.

The next release will have a menu to set a template for new applications and the all menu.
