Are any text-to-video AI already doing this?
Seems pretty straight forward way to animate images.

Adding this simple animation option: (for example)

Batch Images > 20-400 (each image used as a still frame animation)
Lock Same Seed
Change Steps (for each image in batch): 1 or -1
Or Change Strength (for each image in batch): by .5, -.5, 1, -1, 2, or -2, etc.

Then we would end up with 20 images from the batch and can animate each as a frame in a video.
