Gen-eds should be automatically filled in when the form comes up to make a modified course. But if not then the proposer should be forced to make a consious decision to state that the course does not satisfy any requirements.

Further investigation reveals that these are not being read properly. For example ANTH-101 satisfies HBSSM and INTCL but it shows neither when you bring up the form.

The root cause appears to be that imported courses treat GENEDs as a comma separated string, rather than as an array of strings. -- this would be a good mongo exercise to figure out how to write the correct statements to update this.
