Check third party flag not working

Describe the bug
After updating, i'm getting this issue again: neovim/nvim-lspconfig#1700
I have workspace -> checkThirdParty set to false.

To Reproduce
Steps to reproduce the behavior:

1. Open a lua file in a project which has a third party env

Expected behavior
The workspace flag should disable this prompt

Environment (please complete the following information):

• OS: MacOS
• Client: neovim

I'm unable to share the log file as it has sensitive content from a private codebase, I can try to recreate but it will take me some time

Well the configuration file looks correct, however, that doesn't mean it is being loaded correctly. The log would be great if you could provide it with any sensitive info removed.
