InferSharp code analysis (OSOE-596)

Add the capability of running InferSharp code analysis on your .NET assemblies during the reusable build workflows, with its GitHub action.

• Add this to the build-and-test-dotnet and build-and-test-orchard-core workflows. It can only run under Linux.
• This should be optional, disabled by default.
• Surface necessary configuration options.
• While ideally, this would be done as part of the MSBuild build just like Roslyn analyzers, this isn't yet possible. So, in the docs, mention the VS and VS Code extension options (see) too.
• Test with OSOCE, fix issues it uncovers.

There seems to be no suppression for false positives: microsoft/infersharp#221 (comment).

Also, not sure if the project is still in active development: microsoft/infersharp#227.

Right now, the project is currently tabled, though Infer# itself to-date has quite complete coverage of the CIL (which doesn't change) so in some sense it is "done". The underlying Infer static analysis, which can always evolve further, is still being developed
