Description

The ordering in Lisk SDK is not correct as given in the LIP 63: Define mainnet configuration and migration for Lisk Core v4

Currently the order is, https://github.com/LiskHQ/lisk-sdk/blob/50c3a4b38de427565864963a4e575a218cc0a7d5/framework/src/application.ts#L200-L208

The Order need to be updated to,
