Expected behavior

Every round, selected validators should be ordered randomly

Actual behavior

Every round, selected validators are the same

Steps to reproduce

Check several round and observe all the validators are in the same order

Which version(s) does this affect? (Environment, OS, etc...)

For testnet to sync, it needs to introduce exception
