Expected behavior

genesis-block:create command should allow setting height, timestamp andpreviousBlockID. If not set, it should work as it is now

Actual behavior

Currently from the command it cannot set, and for migration, the create command cannot be used

Steps to reproduce

Which version(s) does this affect? (Environment, OS, etc...)
