Add feature to snapshot database at particular height

Description

Add a feature to create a database snapshot at a particular height.

• Add optional config parameter snapshotHeight to the config
• After successfully storing the set snapshotHeight, it should create the database snapshot. Even when rollback happens it should overwrite when it reaches the height again

Acceptance Criteria

• Change should be targeted at release/5.3.0
• Integration test should be added to check the snapshot
• Integration test should be added to check the rollback scenario
