The passphrase:create command is not available in the client CLI

Expected behavior

The passphrase:create command should be available in the client CLI.

Actual behavior

It is not available.

% ./bin/run passphrase
Commands relating to schain passphrases.

USAGE
  $ schain passphrase COMMAND

COMMANDS
  passphrase decrypt  Decrypt secret passphrase using the password provided at the time of encryption.
  passphrase encrypt  Encrypt secret passphrase using password.

Initialize a new client with Commander alpha.14 version
