Description

Update pos module BFT weight assignment according to PR.
Also, getActiveValidators needs to be updated to divided BFT weight by the WEIGHT_SCALE_FACTOR as in this PR

Acceptance Criteria

  • Behavior of the LIP update is implemented
  • All cases are tested in unit test
