Expected behavior

As LIP specified, the params should have messageFeeTokenID and verification for them.

Modifed in this PR

Actual behavior

Currently messageFeeTokenID does not exist in the params

Steps to reproduce

Check the implementation against code

Which version(s) does this affect? (Environment, OS, etc...)
