Complete alpha testing for Network Consensus - Quality assurance

The scope is to test the below objectives of network consensus phase which consists of refactoring, improvements and LIP's tasks

LIPs objectives

• Incentivise standby delegates
• Punish protocol violations by delegates
• Perform uniform ordering of delegates list
• Change voting system
