Description

Implement support for legacy blocks/transactions information with same config and design with Lisk SDK

Motivation

In order to be compatible with current Lisk SDK engine feature, legacy block/transaction support must be ported.

Additional Information

In Lisk SDK, it's implemented in LiskArchive/lisk-sdk#7136 at https://github.com/LiskHQ/lisk-sdk/tree/development/framework/src/engine/legacy
