AntiVPN's PLAN support does not work properly on Velocity (startup error) #104

Describe the bug
PLAN is installed, but loaded after AntiVPN, hence AntiVPN does not notice it during startup.

Expected behavior
Well, it does work without an error

To Reproduce

  1. Install the plugin
  2. Start Velocity
  3. https://mclo.gs/RmCM04x

Plugins
advancedportals, plan, luckperms, antivpn, anvil, catalyst, commandwhitelist, libertybans, negativity, rememberme, serverteleport, snap (only used for Vivecraft), spark, tcpshield, velutil

From my observation, and my personal exp. it looks like the plugins are loading in a wrong order: Plan AFTER AVPN which means it does not see it yet and throws the error.
