Every Kong Pongo Action will triggered build kong-pong-test image via pongo build
Support Docker local cache will reduce test time.

What we needs:

  1. Support Kong-Pongo pass build args during pongo build https://github.com/Kong/kong-pongo/blob/master/pongo.sh#L735-L746
  2. Support Pongo Action pass build args to pongo build
