Currently, dice are rolled from one pool of all random numbers. This means
that players are dependent on the rolls of other people. From a randomness
point of view, this is neither here nor their, as both rolls are as random as
each other. But from a fairness point of view, this could be seen as one
player "stealing" another player's rolls.

Therefore, grant each character, and each non player character in the active
encounter, their own random number generator.
