Some time when implementing the new frames, the ability to close the help 
window with a click broke.

Since this functionality might be useful with the proposed encounter window 
(e.g. clicking a participant in the encounter brings up a closeable "notes" 
panel that, for example, contains stats etc.), I am bringing this issue up and 
setting it for the same milestone as the encounters.

Reducing the priority of this since the UIs so far don't require it.
