Yes, these are currently wrong in KanjiVG. Here's a source with the correct order.
EDIT: KanjiVG has the correct order for all three characters, but in the wrong files. For example, the best Japanese form for 盡 is in the 076e1-VtLst.svg file, and the correct Chinese form is in the 076e1.svg file.
