This is an old issue and I don't think @Emma2407 is watching / needs a fix anymore, but for anyone else having trouble opening the edit window, who may be brought to this issue:

  • Yes, it is CTRL+K. The keybind does work in 1.12.x as of posting this in July 2024 (including in the stock solar system and in modded systems, not just in Realism Overhaul).
  • However, you must have a craft landed in the area to open the window. You can't open it from Space Center, map view, or anywhere else except for the flight camera. That means you have to be actively controlling the vessel, or else the CTRL+K window will not show up.
  • And to be able to place down buildings, you have to put down a new Group in the area first (if you're not already at a KK-compatible launch site, in which case you just select the local Group from the Edit Groups menu).
  • For more information, please consult the wiki.
  • If you still can't open the CTRL+K window in flight view after consulting the wiki, or if you get errors and unexpected behavior, please open a new issue. (And posting your KSP log, plus steps to replicate the bug would be nice!)
