I encountered the error on Mac, with latest master branch:

julia> x = rand(3,3);

julia> eigvals(Symmetric(x'x))
3-element Array{Float64,1}:
 0.00247248
 0.542792  
 3.53177   

julia> eigmax(Symmetric(x'x))
 ** On entry to DSYEVR parameter number  8 had an illegal value
ERROR: ArgumentError("invalid argument #8 to LAPACK call")
 in syevr! at linalg/lapack.jl:2862
 in eigvals! at linalg/symmetric.jl:47
 in eigvals at linalg/factorization.jl:577
 in eigmax at linalg/symmetric.jl:48

julia> eigmin(Symmetric(x'x))
