Now we have the basic tagbot configuation and commenting

@JuliaRegistrator register subdir=GNNLib

should produce a github release specific to GNNlib.

The remaining problem is that all closed issues and PRs will appear in the release notes of all packages.

We should follow these instructions
https://github.com/JuliaRegistries/TagBot?tab=readme-ov-file#changelogs
to filter-in items based on the labels (lux, flux, gnnlib, gnngraphs).
