Consider moving the plugin to it's own repo and perhaps publishing on maven central #13

Right now it's pretty hard to use the julia swagger codegen from maven, or really to use it on non-linux platforms. It would be nice if the plugin code was in it's own repo or published on maven central, that way users like myself could just use the maven integration in swagger/openapi-generator to generate code.
