Enabling the extra parameters to be sent to docker run from the interface

The current implementation allows environment variable to be sent to the underlying engine that runs the docker but there is no way to control the flow of extra arguments such as --privileged or docker volumes (-v which can be done when you need to run the TeamCity agent as DOCKER_IN_DOCKER)
