Create the documentation for Preference>Linked Files

Issue #10509 has introduce a new feature to JabRef

We add a preference option in File>Preference>Linked Files>Attached files so that users can manage preference about external files deletion. This might be worth documenting in the user manual, as it would make it easier for users to find where to set their preferences.
