something's setting drush version to 10.1 instead of 10.3. #241

Whenever I try to update the Starter Site, i see composer.json is accidentally downgrading the drush requirement. This seems to be being set by this section in roles/external/geerlingguy.drupal:

drupal_composer_dependencies:
  - "drush/drush:^10.1"

Can we override it to make our lives easier?
