Only allow ambassadors to assign participants in their region from the unaffiliated list

On the unaffiliated list, account id is URL param that can be manipulated allowing an ambassador to assign any account to their chapter. We can leave it as a URL param and just limit assignments to participants in the ambassador's region (and not allow assignments from outside of their region).
