Admins can add students to a club

Currently, there is not an option for an admin to assign a student to a club. This gets a little complex since students can only be part of one organization at a time. Perhaps this looks like:

• If someone is not assigned to a club or chapter, both club and chapter assignment fields are available on their participant admin page
• If an admin assigns them to a club, the club affiliation is listed and the chapter button switches to say something like "remove club affiliation and assign to chapter"
• If an admin assigns them to a chapter, the chapter affiliation is listed and the club button switches to say something like "remove chapter affiliation and assign to club"
