There is no details described around the reason for why KES gap had to be reduced to 1.

This was raised before in #3976, #3959 issues and #4116 PR. I specifically called out lapse of not mentioning the reason.
The issues were closed saying documentation will tackle this, the PR was closed saying there will be blog post, none of those were actioned.
