BUG: Remove support for ARM/aarch64 and ENH: add support for caching …

…CI VTK builds (#144)

Added caching of VTK builds on each github action testing and wheel building configuration.

Removed efforts to build for ARM/aarch64 using github actions as those builds were failing and ITK support for ARM building of modules is challenged by lack of "good" dockercross options.
