Following up on dockcross/dockcross#766 (comment), add support for ARM platform with manylinux2014 toolset

From discussion in InsightSoftwareConsortium/ITKElastix#190 (comment):

The manylinux2014 build would replace the current manylinux_2_28 build. We could also create manylinux_2_28 equivalent by adjusting the glibc / c++ standard library version of the dockcross crosstool-ng configuration.

I'm not familiar with this process, would adjusting the crosstool-ng configuration take place in our scripts or would a dockcross/manylinux_2_28-aarch64 image need to be published? @thewtex

@thewtex Could you please comment on the current status of dockcross/manylinux2014-aarch64? I see that new tags have been released on DockerHub this month. Do you know whether the most recent build is stable for use in building aarch64 ITK module wheels?

There are still a few details that need to resolved for the cross compiler, e.g. dockcross/dockcross#778.
