ENH: Add itkImageRandomConstIteratorWithIndexGTest unit test

Tests that `ImageRandomConstIteratorWithIndex` is deterministic when the initial
seed _and_ the next seed of the global `MersenneTwisterRandomVariateGenerator`
are reset.
