Is your feature request related to a problem? Please describe.

If a host is in downtime with enabled "All Services" option and new services are created in this time they don't inherit the downtime.

Describe the solution you'd like

It would be helpful to integrate the functionality that new created services goes in downtime too, So far the host ist downtime.
