New computational runner service to run neural networks

Describe the user role
As an oSPARC user, I would like to be able to run neural networks as a service, taking network and data as inputs, and giving predictions as outputs.

Describe the goal
To build AI pipelines on oSPARC with modular services capable of executing different parts of a machine learning workflow.

Describe the benefit
This enables the "run" step to be separate from the training and testing steps, and allows a modular workflow construction. Also, it hides some complexity from the user.
