Help > R packages menu doesn't point to the dialogue correctly in version 0.8.0 #9212

When selecting Help > R Packages, it should open the R Packages Dialogue instead of redirecting to the R Packages Documentation. Conversely, when selecting Help > R Packages Documentation, it should display the R Packages Documentation rather than launching the R Packages Dialogue. @Fidel365 can you correct this?

@N-thony sorry, but I think it is correct now - maybe the names of the menu items are confusing. But all the items in the list below, down to the line, are from the help file. And there is a big section in help on the packages we use.

Then the last dialog gives the R package documentation, i.e. the same as you get through CRAN:

@rdstern I see, I was a bit fast and got confused by the text because I thought the R package documentation will take me straight to the documentation.
