Is your feature request related to a problem? Please describe.
In #2169 we renamed the nested code subtype enums from ValueSet to Value and marked all the ValueSet-related methods as deprecated.

These deprecated classes/methods add quite a bit of baggage to our model API, so it would be good to remove them now.

The deprecated code is gone...I don't think there's anything to QA
