Steps to reproduce:

Have two monitors with different refresh rate
Cmd+N 5 times in Example

Expected:

Window opened on second screen have screen-appropriate FPS

Actual:

FPS is inherited from primary screen

tonsky self-assigned this

tonsky removed their assignment
