bike valves quest can't be disabled

How to Reproduce
Go to the quest selection settings and try to disable the What type of valves are available here quest. The checkbox is greyed out and seems to be the only greyed out box beyond the note one.

Expected Behavior
Allow this quest to be disabled since it can't possibly be that critical to the map

Does it happen in normal StreetComplete?
Quest hasn't propagated over yet
